South Carolina abolished the License system and substituted a system of Government dispensaries with Local Option. Year by year the number of counties tolerating even the Government store djfcreased, till in 191G only 16 counties remained "wet." Now State-wide Prohibition prevails and the present Governor, writing under date of 20th June, 1918, says:—"l do not believe anyone with an open mind can deny that the liquor .situation is better now in South Carolina than it has ever been and there has been a marked and gratifying improvement in moral conditions, and in the suppression of vice." The only State that tried Government operation now enjoys Prohibition. 43
