MARSHAL FOCH'S REQUIREMENTS

Mr James Tuchy, the New York World's London correspondent, stages that although the Herman appeal f>." an armistice has not officially been communicated to the Allies, it is learned that the whole subject wps exhaustively discussed last week at the Versailles Conference. The Premiers of England, France and Italy, and military representatives of the Allies were present. Marshal Foci presented a list of guarantees he considered necessary before granting the ormistiee—namely, Allied occupation of Mctz, Strassburg and Coblentz. Tho Conference endorsed Marshal Foch's list. Marshal Focll also presented for consideration by the .Conference a scheme for making Germany impotent as a military factor. The scheme included the surrender of tli" Gernif.n fleet and its distribution aiming the Allies according to their naval losses. Tin- destruction of ttie Krupp and Skoda armament works was also considered, but it was believed the better plan would be that those works, as well as other great German and industrial plants, should be utilised to compensate for machinery and materiil losses in France and Belgium.
