A British navigation company, which is the largest factor in the river trade at Rosario, refused to carry goods for German subjects, and required shippers to sign an agreement that the goods offered would not be consigned or transported to. any person, organisation, or company whose name appears in the blacklists issued by Great Britain or her allies. The Government of Argentina, however, held that every inhabitant of the Republic has the right to use the common carriers of the country, and that the company in question, in refusing goods for the sole reason that they belonged to German inhabitants, failed to fulfil the duties as a carrier that are required of it bylaw.
