BOY SCOUTS: A COMPLAINT.

(To tho Editor.) Sir, —I would like attention drawn to tlic unfair treatment that is being meted out to the Scouts' Hall in Frankton I) 3* our Borough Council. It appears to me that this lwdy is doing its best to work against the Scout movement, as the following remarks will show:— Last year the water rates, I believe, for the linll were 8s (id; the hall is supplied through a water meter. This year the water rates are the same—viz., Hs (id, and yet 1 have it on reliable authority •that not one cupful of water has passed through the tap since the meter was read last year, l>ecause the tan is plugged. Another thing, owing to lack of funds, the electric light account has got a little behind. About a fortnight ago, a couple of the Borough Council electricians called at the Scoutmaster's residence and asked for the key of the hall, as they had had instructions to cut the hall light oil", because the account was overdue. This was. I believe, the first intimation that the Scouts received of the Borough Council's intentions. Our worthy Scoutmaster (Mr 0. Johnstone) has put his hand into his own pocket many times* during the last two years to keep the Scout movement alive. At the present time the Scouts are not receiving the public support they should get, no doubt on account of the various Bed Cross and patriotic calls ih:it .ire being made, and in consideration of the fact that the Scouts are practically the foundation of manhood in our rising generation, I think that the very least the Borough Council can do is to supply the Scouts' Hall at Frankton with water and lighting free of charge.
