RUSSIAN SITUATION
THE GOVERNMENT'S PROGRAMME. (Australian and N.Z. Cable Assn). Received Mav 18, 9.40 p.m. PETKOGRAD, May 18. In response to the proposals by the Workmen's and Soldiers' Council the Government has counter-proposed the following conditions: — Firstly, all treaties of the Allies must be observed. Secondly, the Government's power must be absolute. Thirdly, strong measures to be taken against anarchy. Fourthly, the army to be maintained at its full force. Fifthly, agitators are to be forbidden access to the army. As M. Mi'iukoff's resignation would mean the withdrawal of all the National Lilierals from the Government he has been asked to return as Minister for Education.
