NEW PREMIER'S PROGRAMME

PETROGRAD, Jan. 15. Prince -Nicholas Dimitrievitch Goltizine, the new Premier, announced his programme in the Novoe Vremya, stating that he does not intend to resist the introduction of responsible government. This statement has caused surprite.
Tne Russkoe Slovo states that MM. Anokrowsky, Pokrowsky, Bark, and Tanieff, the Chief of the Emperor's own Cabinet, resigned with General Trepoff, the late Premier, declaring that it was impossible for them to co r operate with M. Protopopoff, who was recenly appointed as Minister of the Interior. (Australian and N.Z. Cable Assn.) Received January 16. 9 a.m.
PETROGRAD, Jan. 15
The reactionary ex-Minister for Justice, M. Shcheglovitoff, has been anpo'nted President of the Council of the Empire. There have been a number of •etirements and fresh appointments to the Council, replacing the Progressive majority by an Extreme Right majority.
