GERMANY'S WAR LOAN
REFUSALS TO SUBSCRIBE. GREATER SUBMARINE ACTIVITY DEMANDED. (United Service.) Recieved September 22, 9 a.m. LONDON, September 21. The German press states that six of the greatest industrial and agricultural Employers' Associations liave refused to help the war loan propoganda unless further submarine activity is undertaken. The Weser Zeitung says ' that Herr Hefferieh. the Imperial Treasurer, has promised to concede to their demands.
