(To the Kditor.l Sir, —The report of the select committee to the Borough Council was more conspicuous for its length than for the information it contained A* a correspondent lias pointed out, the facts disclosed have been known to everybody —that is everybody outside the Council—for the past three or four years; indeed, their remarks applied more to three years ago than they do to-day, as the Council staff has been considerably reduced.
