It is only due to the lavish assistance afforded Austria that the latter has been able to concentrate her most extensive efforts against Italy. The Royal Government can no longer tolerate such a state <of affairs." The declaration points out that the situation is aggravated by the feet that Italy and Germany belong to opposing groups of belligerents.
