FALL OF LOVTCHEN. STATEMENT BY MONTENEGRIN MINISTER. IMPORTANCE GREATLY EXAGGERATED. THE ALLIES' SUPERIORITY. GREATER CO-ORDINATION BETWEEN THEM. INDICATIONS OF GREATER PROGRESS. "Received .January 17, 8.0 a.m. t ROME, January 16. M. Barzillan, Minister for State, in a speech says the responsibility for the fall of Lovtchen, the importance of which lias been exaggerated because it was impossible to bring heavy guns to the summit owing to the lack of roads, was due, as was the temporary sealing of Montenegro's fate, to the Allies' failure to settle on a common and farseeing programme in the Balkans. One of the Allied Ministers recognised that Italy was not most responsible for that failure. Closer co-ordination is essential to prevent further paralysis of the Allies. It is incontestable that they have superiority in men. economic and financial resources, arms and ships, and happily now there is every indication of great progress in the conception of a single front, a single war, and a common aim.

A Turkish communique states that the booty taken at Anafarta and Ari Burnu includes 10 guns, 13 mortars, 2000 rifles and bayonets, 0750 shells, 4500 cases of ammunition, 45.000 bombs. 221 waggons, 07 lighters and pontoons, much petrol, 21.000 tons of meat. 5000 sacks of corn, and 12.500 spades and pickaxes.
