Ten Thousand Rebels.
CHANGTU RIOTS. BESEIGING THE CITY. (Per Press Association.—Copyright.) (Received Sept. 18, 9.45 a.m.) PEKIN, Sept. 17. Ten thousand men, armed with matchlocks ;! re besieging Changtu. Defensive communications are delayed but there is a probability of reinforcements from Tse.nchunshu. The former Viceroy, Sze-ihtian, and Kwangtumr. who ruthlessly suppressed the previous rebellion, have been Bent to the .disturbed districts. The i fficials at Changtu in fear of any attempt to raise a siege, may send two thousand modern drilled troops, who are outside the walls, but neutral, over to the rebels.
