♦ MR LYTTELTON ON THE SITUATION. LONDON, December 9. Mr Alfred Lyttelton (ex-Colonial Secretary), speaking in Edinburgh, expressed great misgivings with regard to self-government in the Transvaal and the Orange River Colony. The Federation of States and the settlement of British fanners ought in his opinion to have preceded self-government.
