LAUNCH OF THE SATSUMA.
A SENSATIONAL INCIDENT. AN OBSTRUCTION PLOTTED. TOKIO. November 17. The launching at Yokohama of the Satsuma battleship was attended by a sensational incident. It lias transpired that a number of foreigners, resident in Yokohama, laid wagers at 7 to 3 to the extent of a hundred thousand 1 sterling, against the launch being succes>ful. Several Japanese workmen were arrested prior to the launch i taking place, the supposition being ' that they with others had been bribed to obstruct the ways. A preliminary examination of the prisoners, 1 however, did nut show that the betting was connected wi h 'he alleged plot.
