A CRITICISM OF MONROEISM. BERLIN, November 5 Professor Burgess, at whose lecture the Kaiser cheered Mr Roosevelt, caused great indignation by describing Monroeism in the Kaiser's presence as " antiquated and senseless," and advising foreigners to trust such ' men as himself as the ambassadors of peace and civilisation. Herr Burgess will not be allowed to participate in the forthcoming banqnet at the American Embassy.
