NEW TREATIES.

It is asserted here that an offensive and defensive treaty with llussia. has been secretly drawn up, and only awaits signature ; also, that the Pope is strenuously endeavouring to arrange an alliance between France, liussia, and Turkey. Franoe in grateful at the reception of her warships at Genoa. The friendly bearing of Italy is leading to a hope that the latter mly relax her duties on French goods September 17. The Fianco-Prussian Convention is denied, and it is stated that the repot t was circulator! for the purpose of maintaining French public interest in the proposed alliance. President Carnot, speaking at a banquet at Poitiers, after the autumn uiaiHUUvres, said that the country was desirous of peace.
