The Hon. Mr Service, President of the Federal Council, stated yesterday that he recently received a despatch from England, which showed conclusively that tlieie btill is danger of recidiviwtei being deuorted by the French Government to New Caledonia. The Standing Orders, which w ill be brought under the consi delation of the Federal Council to-morrow, provide for the appointment of a standing committee, em]H>wered to transact business during the recess of the council. They further provide that Bills intended for the consideration of the Federal Council must be forwarded to the Standing Committee one month before the meeting of the Council. In the Federal Council to-day Mr Griffith*;' Bill fixing the status of foreign companies was under discussion, iind after a long debate the consideration of the Hiibject was adjournec l. On the motion of Mr Lee Steere a resolution wa«i passed recommending action on the pait of the colonies wtth the Imperial Government in the fortification of Albany and Torres Strait*. The question of the erection of a lighthouse on Cape Leuwin was not pressed, and eventually was withdrawn.
