THE LATEST. Paris, March 20.
It is announced that the new French loan, one milliard francs (forty million pounds sterling), will shortly be raised. The minimum price will be thirty francs of gold. In a public circular announcing the issue of a loan, the Minister of Finances refers to the Foreign relation with France. These, ho states, continue of a friendly character, the pacific policy of Government in external affairs having been fully developed. Referring to the intentions of the Government regarding the loan, he announces that the same will be somewhat devoted to the full developement of the internal resources of France.
