Sir Stafford Norfchcots has issued a manifesto condemning the proposal of Government to demand "urgency" to the consideration of supply in Committee of Ways and Means, and declares that such a course would be subversive of the rights and privileges of the House of Commons.

In the House of Commons today a motion was introduced by the Government asking that the Supply Bill should be declared "urgent." A lengthy debate ensued, in the course of which great opposition was shown on both sides of the House to the proposal, and the motion was finally negatived by a considerable majority.
