Turkish Affairs. Constantinople, September 25.
Admiral Seymour has returned to Rangusa from Cetetmage, and the combined fleet under Ins command leave the former place on Monday for Dulcrgno. The Porte positively refused to agree to cession Dulcigno unless naval coercion is abandoned. Albanians threaten to arrest various foreign consuls and English consular. The staff therefore left Scutari.
