CREATOR OF GERMAN FLEET.
ADMIRER OF BRITAIN. Unlike nearly all Lis countrymen, Grand-Admiral Tirpitz, the creator of the German fleet, is an out-and-out admirer of British institutions. To many Germans this has been the only blot on an other, wise unblemished character; but their regret has not tempered the admiral’s out spoken admiration one whit. While so many British families have-.sent sons and daughters to be educated in Germany he sent his children to receive their final polish in England. To his German saiL ors, who adore him, he has held the British naval men up as a model for them to. copy, not always, be it said, to tho pleasure of his august master. But Von Tirpitz is on© of the very few men in Germany who has dared to cross opinions with Kaiser Wilhelm, speaking out his mind frankly, and even bluntly, when convinced that he was in the right. But even tho Kaiser, all powerful as lie is, is, or was, dare not'-risk a fall with his Admiral. *
