J RULES AND REGULATIONS. 1. In all races, two boats to start, or *»'o; race, three or no second prize, five or no third 2. Second-Class Sailing Race, open to all boats exclusive of those exceeding IS feel, keel, and the winners of the fir*t and second prizes in the First-Class Sailing Race. £ t 3. With the exception of those used in the amateur races, numbers 3 and 5, all pulling boats to be in-rigged and not to exceed 26ft in length over all. 4.
