(ebutee’s telegrams per press AGEKCr) London, January 23. The coraplelion of the treaty between and Turkey has been delayed, Russia insisting on the treaty being subordinate to it. An accountant in the City of Glasgow Bank gives evidence that he prepaved accurate balance sheets, but altered them by direction of the managing director Stronarch. The liabilities were enormously understated.
