THE WAIPUKURAU PRESS MONDAY, DECEMBER 10, 1934. ARGENTINE WORKERS CHARTER.

A bill to reform a section of the Argentine code dealing with the rights of employees—widely known as the white collar workers’ charter—has been passed by both Houses of Congress and now becomes the law of the land. The measure includes the ’following provisions: (l).Full salaries during illness. (2) h Obligatory annual holidays, ranging from 10 days to 30 days. (3) Compensation for dismissal (half a month’s salary for every year of service). (4) Unwarranted salary ’cuts to be considered tantamount to dismissal. (5) Employees to retain their posts during the period of military service or during illness. This bill—or one of the same effect, with an additional clause making its provisions retroactive to August 1, 1932 (the date it was first considered in Congress), was passed by Parliament lat year, but was vetoed by President Justo on the ground that this latter clause was unconstitutional. Its inclusion had been successfully urged by the Socialist deputies. who alleged that many employers had taken steps to dodge their liabilities under the bill by wholesale dismissal of old servants, many of whom were re-engaged aftm- a sufficient lapse of time to constitute, a break in the period of continuous service. The bill has been re-enacted with the retroactive clause' deleted. It is obvious that New Zealand no longer in a leading position in the matter of propressive legislation affecting the welfare of workers.
