PROHIBITION OF IMPORTS TO EXTENT OF 80 PER CENT. By Telegraph—Copyright—Press Assn. LONDON, Last Night. The Foreign Office states that a meeting of the Privy Council has been summoned this morning for the purpose of authorising a proclamation under the Russian Goods Import Act. The meeting was held by His .Majesty at Windsor Castle. The Rt. Hon. Stanley Baldwin and Sir John Simon were present. It is understood that a proclamation was signed prohibiting Russian imports. Later: The proclamation effective from April 26, prohibits 80 per cent, of Soviet imports, including butter, grain, cotton, petroleum and timber.
