Speaker Garner to-day proposed a 2,1000,000,000 dollar relief programme, which provides for a one billion dollar bond issue for gigantic public construction works, one billion increase in the bond-issuing authorisation for loans to States, counties and cities, and a hundred million appropriation for President Hoover to distribute as direct relief where necessary.
