Counsel further pointed nut. that the object of putting the application before tho committee now was that if t'be legislation was passed the present applicant would have a prior right. Provisional plans and specifications of additions to the present building were snbmittod and Mr. Kent asked that the commit-tee record tho fact that the applicat-io was lodged and that plans had been submitted.
