The sending of white feathers to those who are not volunteering is a practice that is to be deplored. It is not for the outside public to judge in this matter. If necessary, the authorities can take action to enforce recruiting, but the patriotic impulse will not be stimulated by any insulting methods. Happily the Woodville people have not adopted this pernicious practice —but there are districts where this expression of feminine disapproval has become a perfect nuisance. After all we have yet to learn that the young -women who are so distured about what is really none of their business have made any sensible sacrifices for their country themselves.
