OPENING OF PARLIAMENT. St. Petersburg, May 10. Great efforts were made to create an impression in St. Petersburg, There was a jubilant opening of the Douma and a general holiday was proclaimed. The church bells were rung, and Te Deums sung. Two hundred peasant members of the Douma have protested against the terrible restriction placed by the Government upon the activities of the Assembly through organic laws. They invited the whole country to recognise that the challenge emanated from the Government. It was impossible not to take a gloomy view of the future. THE NEW MINISTRY. SPEECH BY THE CZAR. RECEIVED IN STONY SILENCE St. Petersburg, May 11. Eager crowds in the direction of Tauride Palace warmly cheered the procession of members of tbe Duma thither. Professor Mouromtseff, of Moscow, has been elected President of the Duma, which has resolved to ask that an amnesty be granted to political prisoners. All three Ministers are reactionaries. There was a noticeable absence of people around the Winter Palace, where, amidst a magnificent ceremonial, the Czar arrived almost by stealth. He addressed the Council of the Empire and Duma in a colorless speech from the Throne. He was received in stony silence by the Duma, and applauded only by the Court ana bureaucrats.
