Sofia, July 2. In a note which Bulgaria has issued to the Powers she blames Turkey for thwarting Bulgaria’s efforts to pacify the Macedonians. The note accuses the troops of the Bashi Bazouks of shocking crimes and excesses. • The Powers are urged to secure the withdrawal of the large bodies of troops now menacingly concentrated on the frontier and to insist upon the evacution of reforms. The note adds that the Principality will not be respopsible for developments shonld the Porte continue to act in an unfriendly manner. Replying to the Note, Austria promises to make representations. London, July 2. The Times Constantinople correspondent states that in consequence of the Bulgarians' menacing attitude the Turks have occupied three strategic positions in the Kossoo, Monastir, and 4-drianolo districts for base operations.
