America and Japan will refuse a commercial treaty with China if the opening of the Manchurian ports is left in abeyance. London, .June 25.
It is reported here that Sir B. M. ' Satow will be allowed greater latitude than heretofore, and he has been instructed in conjunction with the Japanese Minister to press China to come early to a direct understanding regarding Manchuria. Major Youoghusband and Mr Claude White, representing the Indian Government, will meet the Tibetan Chinese officials at Simkin in July to discuss the questions relating to the trans-Himilayan trade. Jane 26. In the House of Commons today Lord Granbourue announced that China has declared that she is negotiating for an arrangement with Russia to preserve China’s sovereign tights in Manchuria, which will respect all treaty rights.
