Adams. Offices Hawke’s Bay Chambers, Emerson Street, Napier. SIR, —We have much pleasure in laying before you a short ac count of the work done by this Agency since its inception twelve months ago. When it was decided to establish the Agency hopes were expressed that through its instrumentality the social pest whom we term the “circular debtor ” would be discovered and, to a certain extent at all events, barred from farther preying upon the too trusting man of business. In a measure this hope has been realised by means of our “ Bad Marks Register,” and that it has not been almost wholly realised is mainly owing to the apparent reluctance of business men to adopt measures for their own security until they have suffered at the hands of the systematically dishonest. If shopkeepers and others would only take the trouble to inquire as fully as possible as to the honesty of their customers or would-be customers before giving them credit they would find it immensely to their benefit and the dishonest person and fraudulent adventurer would, ere long, awake to the fact that professional men and tradespeople expected to be paid for their goods and advice. Those who have made inquiries have benefited. A sum of over £SOOO owing in Hawke’s Bay—chiefly old accounts—has been recovered through this Society during the twelve months just closed, which fact speaks for itself. In addition to this promissory notes representing a sum of over £9OO have been accepted from debtors unable to satisfy the whole of the claims against them a*; once, and which are being paid by instalments. Summonses for claims aggregating over £7OO have been issued, of which 92 per cent, have been recovered. This satisfactory result is attributable i to the fact that before recommending clients to take proceedings we make careful inquiries as to the ability of the debtor to pay, and when once we are convinced that he is in a position to liquidate Ins liabilities we follow the case right up through all the processes of which advantage may be taken, and the chief reason that the whole of the amounts sued for have not actually been recovered is because several clients have, against our advice, insisted upon action being taken, “for the purpose of showing the debtor up,” a somewhat unsatisfactory proceeding to our mind. The Society has proved itself useful in many cases where debtors were owing several amounts, individually small but aggregating a fair round sum, in such cases the system of accepting"'weekly or monthly payments on behalf of the joint creditors has been adopted, and by these means a considerate amount of money which would have been lost has been recovered. Agencies have been established at Dunedin, Christchurch, Wellington, and Auckland, and the Society is able to follow debtors to any part of the colony, and lias already been successful in tracing and recovering from persons who have taken up their residence in other centres, Mr W. Bickerton has been appointed Woodville agent, and clients having accounts to collect, or who require information will please communicate with him.
