(Per United Press Association.) DROWNED. Christchurch, Sept 2.. A young man named Wm. Taylor, aged 19, accompanied by his father, Wm. Taylor, senr., were proceeding to Charters Bay this morning when the boat filled and sank, the younger man being drowned. The unfortunate young man was pupil at the Lyttleton Borough School and afterwards at the Normal Training School, Christchurch. He had just, been appointed to the Charters Bay School. JUDGE GILLIES INDISPOSED. Wkllington, Sep. 2. The Evening Post says it is understood that Judge Gillies has applied for extended leave of absence on account of illhealth, and if granted it is probable that District Judge Ward will be raised temporarily to the superior bench to fill the vacancy. The question of the Wellington magistracy is not settled, Mr Broad being unwilling to leave the West Coast and it is not likely now he will accept the position.

SERIOUS ACCIDENT. Ralph Ramsden, youngest son of the manager of the "Woollen Factory, got his left arm into a machine known as the scribbler, this morning, and the flesh and sinews were stripped off. He was taken to the hospital. SEVERE WEATHER. The barometer fell over an inch this morning, the foil is general all over the colony, and the glass touched the lowest point this winter. The Agent General cables that owing to the American railroad timetable not having yet been put into force it will not be possible for the present to arrange the accelerated service indicted in Mr Buckland’s letter. FOREST REGULATIONS. Regulations under the New Zealand State Forest Act, 188 G, are gazetted tonight, Clause 3 shows all timber and other produce within any State forest may be disposed of either by auction, appraisement, or license to fell upon such terms as the Commissioner of State Forests shall prescribe, and all moneys which shall be payable for such timber or other produce, shall be paid in such manner as the Commissioner shall direct. The remaining clauses are penal clauses, providing for lines for infringement of the regulations.
