The Education Board of Wellington has issued a circular describing the conditions under which teachers will be apportioned to school 8, the allowances to certificated and uncertificated schoolmasters, in country and city schools, the conditions under which schoolmistresses will be employed, and affording other necessary information. We learn from this circular that one regular teacher will be allowed to each school having an attendance of from 40 to 200 scholars. The assistance to be afforded to teachers is prescribed in the following scale : — Where the attendance is below 40, in some instances, a sewing mistress as assistant; 40 and below 75, one junior assistant or pupil teacher; 75 and below 100, one assistant teacher or two pupil teachers; 100 and below 150, one assistant and one pupil teacher; 150 and below 200, one assistant and two pupil teachers. A junior assistant is defined to mean one who holds

a license as assistant teacher only, granted on the recommendation of the Inspector. Pupil teachers must first obtain a certificate of proficiency to secure recognition by the Board, and certificates must be annually renewed to entitle the holder to salary. The Board will allow teachers of needlework in schools where the average attendance of girls appears to justify the step. The employment of monitors is, however, prohibited, unless expressly sanctioned by the Board.

The circular fixes the scale of salary to be allowed from and after January Ist to country schoolmasters certificated by the Board, according to average attendance as follows : — Below 25, £100 ; not less than 25 . but under 35, £110; not less than 35 but under 50, £125 ; noi less than 50 but under 75, £140; not less than 75 but under 100, £160 ; and so on, the salaries increasing £15 per annum for every increase of 25 in the average attendance of scholars up to 200, and £10 for every increase of 25 beyond 900 up to 800 scholars.

The scale of salaries to be paid from January Ist to certificated schoolmasters in the schools pf "Wellington and Wanganui is fixed, according to average attendance, as follows : — Where the average attendance exceeds 50 but does not exceed 75, £160 ; exceeds 75 but. doe 3 not exceed JOO, £175; exceeds 100 but does not exceed 125, £190 ; exceeds 125 but does not exceed 150, £205 ; exceeds 150 but does not exceed 175, £920; exceeds 175 but does not exceed 200, £235 ; and so on, the salaries increasing £15 for every increase of 25 in the average attendance of scholars up to 300, and £10 for every increase of 25 beyond that number Uncertificated licensed teachers may receive a salary, in the discretion of the Board, not exceeding £80 a-year, and assistant teachers holding certificates will receive £80 per annum with any addition the Board may deem warrantee! by the attendance. The salaries of pupil teachers will be from £10 to £40 per annum, according to classification, and individual circumstances, and of junior assistants not exceeding £30. Teachers of needlework will be paid at the rate of from £20 upwards. Where the attendance of girls in a school is large, the Board may appoint a head master and mistress, and allow the school to be carried on as a joint, rather than a mixed school, the younger boys being taught in the girl's department, and the master directing the instruction of the girls in such branches as arithmetic. Qualified candidates for certificates who have had no experience in teaching, may receive a grant from the Board not exceeding a rate of £60 per annum for three months, and they may in that period become acquainted with the practice of teaching in some school under the management of the Board. Where two half-time schools are conducted by one master at a minimum salary of £100 per annum, an additional sum, not exceeding £20 per annum may be allowed as travelling expenses ; or male and female teachers may be employed in small country schools, at such salary as may be fixed by the Board. The minimum rate of salai'7 paid to female teachers will be two-thirds that of male teachers of the same standing. Salaries will, in all cases, be computed every half year.
