Paris, 23rd May. The Commission on capitulations is unable to adjudicate on the capitulation of Paris. By keeping true to the policy of this keynote, France would obtain satisfaction without resorting to the sword^ News has been received from the forces that General Leterna has defeated 5,000 Carlists at Mauaria, capturing many prisoners. The whereabouts of Don Carlos remains a mystery. That he has escaped from Spain is certain. * The Cortes have passed a bill, bringing up the effective force of the regular army of Spain to 80,000 mon. Government has officially announced that the insurrectionists in the provioce of Biscay are breaking up, Mnany deserting and surrendering to the Government. GERMANY. The Riechsrath has passed a resolution asking the Government to submit •the draft of a law which shall regulate the license granted to religious orders, and provide for punishment to all members of such organizations guilty of dangerous activity towards the State. The resolution is aimed more particularly at the Jesuits. Bismark retires to his estates, and will abstain from active participation in political affairs for several months. The Press correspondence-_jrenoila-that the Pope declines to receive Prince Hohenlohe as the ambassador of Germany, and says the action affords "slriljTng evidence of his want of appreciation of Germany's friendliness, and her disposition to conciliate. SPAIN. * A force of Carlists, which entered Spain from Portugal, has been driven back by the Government troops. Castilla, Margarea, and Figueras have published a manifesto repudiating Carlos and King Amadeus, and saying Ihe Ptepublicanß must prepare for a combat.
