To start at 4 p.m. REGULATIONS : , Ten per cent, deducted from the prizes to xneefe expenses. Entries for the above races will be received by the Treasurer, at the Commercial Hotel, on Tues- " day evening, 19th January, at 8.30 p m. No post entries, except in races Nos. 4, 6, 7* and 9 for boats or vessels that may not be in harbor on entry night. No person will be allowed to enter a boat for any race unless a subscriber of at least 10s 6i. All racing boats shall keep the flag boats, and other distinguishing marks on the starboard hand. All outrigger boats will be excluded from the Champion Gig Race and the Amateur Gig Race. All boats may carry any and what sail they please, but will not be allowed to use oars or throw ballast overboard after starting. Boats on the port tack to bear up for boats on the starboard tack. Boats running free to keep away for boats on a wind. Any boat wilfully fouling another to be considered distanced. Sailing boats must have all sail on deck at the time of the firing of the gun for starting. Each boat to have a distinguishing lug, to be named at entering, and kept up during the race. The gun for starting to be fired precisely at thft hour named. Disputes occurring in any race must be made known to the Stewards at the conclusion of the race. The decision of the Judge in all matters shall be final. In drawing for stations, No 1 will take choice* and the rest in rotation. Any protest against a boat must be made to the Committee, in writing, before the start, when it will be immediately considered. If a boat is allowed to start, no protest will hold good, except where any of the rules are broken during the race. All entrances to be paid at the time of entering. No public money will bo given unless three boats start. In the Sailing Matches two guns will be fired* the first to prepare and the second to start. The Stewards reserve the right to make any alterations in the rules and regulations, if required. By order of the Committee, R. KENT, Secretary. Government NoticeNEW ZEALAND INTER-COLONIAL MAIL STEAM SERVICE. nnENDERS will be received at the General X Post Office, Wellington, New Zealand, until Monday, the Bth day of February, 1869, for the performance of a Four- Weekly Steam Mail Service, according to Time Table, which may be seen at the General Post Office, Wellington, for the conveyance of Her Majesty's Mails both ways, between Wellington and Hobaon'a Bay, for a period of Twelve Months, commencing at Hobson'e Bay on the 19th March, 1869, and at Wellington on the 22nd March, 1869. The' Steamer to leave Hobson's Bay within Six hours of the arrival of the English Mail, and in case of the English Mail not arriving at its duo date to wait for Forty-eight hours if required by the Postmaster-General of New Zealand or his Agent. Tenders to state the rate of demurrage per hour for any further detention, not exceeding a further period of Forty-eight hours. A penalty of Four pounds per hour will be enforced for delay in departure after the time fixed on each voyage ; also a penalty of Three Hundred Pounds for failure to deliver on any occasion the homeward mails in time on board the Suez Mail Contract fiteamor in Hobßon'sßay. All mails to be shipped, landed, and transhipped by and at the expense of the Contractor. A chief cabin passage, if required, to and from Hobson's Bay and back, free of cost, to be provided for a postal officer and proper accommodation for sorting the mails ; also a proper, secure, and convenient place for the deposit of the mails. The names, tonnage, and horse power of the vessels proposed to be employed in this service to be stated, and the vessels Jto be approved by the Postmaster-General and subject to be surveyed by Borne person appointed by him whenever he may consider it necessary.
