TOWN BOARD.

A meeting of the Town Board Commissioners was held at the office, Lambton Q.uay, yesterday afternoon, at 4 o'clock. There were present — Messrs Pharazyn (treasurer), Aicken, Plimmer, Moss, and Captain Sharp. In tho absence of Mr Dransfield, Captain Sharp took the chnir.

treasurer's statement,

The Treasurer stated that the banlc balance showed £852 £,b 9tl to the debit of the Board, which left an available balance of £147 17a 3d. On the 30th of the month there would bo duo from the Government, supposing they chose to pay it, the sura of £290, which would give the Board £437 17s 3d to work upon. The salaries, wages, an*', cartage for the month would probably amount to £270, leaving to pay accounts, &c, the sum of £167 17s. The Collector hud been through Lambton and Thorndon wards, but had not been very successful, some persons pleading various excuses, others saying that they had paid thoir rates lately, und ought not to be called upon again so soon. The Clerk expected that before the Bth of December a sum of about £200 would be paid in as rates. It would be advisable, as the guarantee of the Government terminated on > the lOLh December, and they could not moot it at ' any rato till the end of the year, when it might parhaps be possible to do so, to apply for an extension of the guarantee for a month, and ho would suggest J that Mr DransGcld and himself should bo authorised to make tho application. Mr Moss moved that Messrs Dransfield and Pharazyn bo instructed to wait upon the Provincial Government to make the application, which was agreed to. , COMPLAINT. Mr Compton waited upon tho Board to complain of the assessment upon his land in Boulcott

street; as the back part of his sections, which were formerly not rated, had now been assessed at £150, although no improvements had boon mado \ipon them. The Chairman informed the applicant that he would receive a written answer to his complaint.

BACK RATES. A letter from Mr Vennell was read, complaining that he had been applied to for two years' back rates upon a house in Manners street, which was in the occupation of other persons while the rates were accruing. Tho clerk was instructed to write to Mr Vennell, informing him that, though the Board regretted tho hardship of his case, they could not again to waive the rates. TIIE MARKET nALL. A letter from No 1 Company Volunteer Artillery was read, thanking tho Board for the use of the Market Hall, and asking that the hall should be lent to them for a fixed time, under certain conditions. The consideration of the matter was postponed till tho next meeting of tho Board. ERECTION OF A VERANDAH. An application from Messrs J. and H. Eiirber for permission to erect a verandah in front of the building now being erected for them in Molesworth street, on the usual conditions, was acceded to. DRAINAGE OF THE TOWN. Mr Pharazyn reported that he had applied to the head of tho Geological Department for information respecting the use of disinfectants, and [his application had been referred to Mr Skey, analytical chemist, who had sent a written answer. Mr Pharazyn then read Mr Skey'sletlor. The clerk was instructed to write to Mr Skoy, thanking him for his information. REMOVAL OF NIGHT SOIL. The report of the sub-committee on Mr Aiclnn's motion for removal of night soil, was read as follows : —

Tho sub-committee appointed by tho Town Board to take into consideration Mr Aickin's motions to advertise for tenders for the removal of night soil and other refuse matter, thought it advisable to test the powers of the Board and the feasibility of the plan, and resolved a 9 follows : — Ist "That tho sub-committee approve of the suggestions for the removal of noxious matter from tho several parts of the city of Wellington, and that in accordance with clauso 71 of the Street Sewerage and Drainage Act the inhabitants should bo required to comply with such instructions as may bo issued by tho Board with a view to improving tho sanatory condition of tho town." 2nd. "That tenders bo called for the removal of soil from the houses on Lambton quay to be deposited on section No 143 or sneh other position as may bo decided upon by the Board, so that it may be trucked into the land and thereby utilise it." 3rd. "That tho City Surveyor be instructed to place notice boards on the reclaimed land forbidding the deposit of rubbish upon it." G-EO. AICKIN", Chairman.

November 22, 1867. Mr Plimmer asked where tho section alluded to was situated ?

The Treasurer replied that it was near tho cricket ground. After some discussion, it was resolved that tho matter should be referred to Mr Borlase, and decided at the next meeting.

REMOVAL 01? THE HYDRANT,

Mr Moss asked tho Chairman if lie knew who were the trustees of tho property of tho Wellington Volunteer Fire Brigade? He put tho question in consequence of the hydrant which had been placed in front of the Odd Fellows' Hnll having been removed to tho To Aro end of tho town, where it would bo out of the way in caso of fire. He thought the hydrant should bo placed in a central position ; and would suggest that a letter bo addressed to tho Brigade, calling upon them to place the hydrant in a moro convenient situation ; and if the Brigado did not do so, ho should move that tho subsidy granted them by tho Town Board bo stopped. Tho Clerk was authorised to write the letter.

ACCOUNTS,

Sundry accounts were examiuod and passed.

RECEIPTS AND EXPENDITURE. An abstract of the probable receipts and expenditure for tho year 1867-8 was laid on tho table. It showed that if nino-tenths of the arrears of rates could be got in, the Board would havo, after paying its debts, £i 054 18s lOtl to expend.

MB BANNISTER'S PROPERTY. Mr Pharazyn stated that he had received the documents relating to Mr Bannister's proporty, which arrived by List mail ; and laid thorn upon the table.
