News from India to the end of February has come to hand, via the Cape and Van

Mr. Justice Burton delivered a charge to the Grand Jury of Madras, in January last, which had created quite an excitement. His Lordship protested most strongly against a measure which was understood to be in preparation forgiving the native Courts authority over all Europeans not residing within the jurisdiction of the Supreme Court.
