Mr Miller is allowed between 80 and 84 gallons of petrol per month for business purposes." said Mr Clendon, "but some months he uses less than his quota. He usually gets a permit to go away, but this was one occasion on which he failed to do so. It he had applied for the permit he probably would have got it." The Bench: That is so, but I can’t see that this man should be treated differently from any other member of the community.
