Russia is striving to agree with Japan on naval limitation, pending which she cannot limit the Far East Fleet or supply information regarding it owing to Japan’s breach of the Washington Treaty and her withdrawal from the London Conference. He states that Russia must rebuild her fleet owing to the failure of the conference and the steady increase in naval armaments of other Powers. The loss of nearly the entire Russian Navy in the Great War necessitated safeguarding the Soviet against the growing navies of States which openly proclaim a struggle against Russia.
