In the House of Commons before tR«? Usher of the Black Rod summoned members to hear the prorogation speech in tho House of Lordg Mr Lansbury raised a point of privilege. He maintained that the House of Commons w»s entitled to decide whether it would adjourn without being interfered with by the Crown or any outside body. Ho rot weed to the remarkable scent of 1629 when the door was locked and the speaker was forcibly detained in the chair a s an example of the preservation of the privileges of the Commons. Mr Lansbury said it would bo crime to adjourn, (with nothing done to relieve unemployment. The Speaker ruled out Mr Lansbury’s claim, and said that the constitution of the Houso provided that Hi s Majesty oould summon or prorogue Parliament.
