GERMAN ARMAMENT ALLIED DEMANDS. THE FINAL SETTLEMENT. (United Service Telegrams.) (Received July 12* 8.5 a.m.) LONDON, -July 9. A Spa communique states that at the opening of tho conference to-day Mr. Lloyd-George expressed tilie Allies' determination as to the execution of the Treaty, which had hitherto been inade-< quate in regard to the surronder or do- j struction of material and reduction of effective*. He indicated the extent to which the AlMiep had taken into account the ob'k'rvia tions ajiid difficulties. He then read: . "Conditionally'- that Germany (a) proceeds immediately to disarm the Ei'nwolmorwchren and Sieherhritspolizei. (b) That Germany publishes a proclamation demanding the immediate delivery of all arms held by the civil population, and decreeing effective penalties in the ease of contraventon. If the Government's legal powers are insufficient Sor the purpose, it shall immediately obtain such by legislation, (c) 'That Germany immediately executes a series of measures necessary for the abolition of compulsory military service and 'the organisation of an army on the basis of a long term of military service as provided by the Treaty. U\) That Germany delivers to the Allies for destruction, and helpu the Allies to destroy, all arms and military material beyond the quantities authorised by the Treaty, (e) That Germany assures the application of the unexecuted aircra.fi. and naval clauses.

"Then the Allies will agree—Firstly, to extend to October Ist the period provided for a reduction of the Reichweihr effectives, at which date it shall bo reduced to 150,000 moti. The Allies also agree to the further postponement, expiring January Ist next, for a reduction of the effectives to 100,000.. when the exact composition and organisation must be completed, according to ! &he Treaty. Secondly, the Allies authorise tho German Government to keep in the neutral zone until the Ist of October, Vol- assisting in the uoiiecton of arms, such number of effectives as is communicated by an Inter-allied Military Commission of Control. Thirdly, the Allies will take all necessary measures to prevent any contraband traffic in arms from tho occupied territories intended for other parts of Germany. If before January 2nd next the Allied Control Commivnoners in Germany find that the present arrangements are not carried out loyally, the AUHes wil proceed to occupy more German territory—either Ruhr or some other region—'and will only evacuate it when the present condition's arc wholly fulfilled.
