The International Miners' Conference al Berlin has congratulated tho British miners on the Eight Hour Act, and insist that the hours should be reckoned from bank to bank. The conference demands similar legislation in other countries;also the iystfiction of the warking day to nix hours where tho temperature is 82 degrees.
