Accompanying a Ministerial "whip" issued on the re-assembling of Parliament was a circular impiiring whether the recipient was willing to attend the House until October, and whether in the evwii of a holiday, he was prepared to divide it into a.fortnight in one month and a fortnight in another. The Times protests agaist this attempt to arrange batches of relays to effect. Ministerial purposes by the exhaustion of the Opposition, anil adds: "The circular indicates a line contempt from the rights of constituencies, which would be unrepresented and voiceless in the Utilise of Commons for a considerable portion of the session."
