Sir Sydenham Clarke, Governor of Bombay, telegraphing to Dadaghai Naoraji, the first Indian who has boon elected to the Imperial Parliament, congratulated him on his 83rd birtlidiw, and expressed the bono'that he would bo snared to see a dispersion of, t|io clouds threatening the progress and people of India. Naoroji 'replied that ho hoped that the timely and necosuary reforms would' cause a change for tho better, and restore the faith iu British justice.
