GERMANY AND THE LEAGUE
BERLIN, Nov. 18. The Foreign Minister said Germany had not applied'for admission to the League, and dfd not wish to join while any member did not desire to admit her on an equal footing. The Premier, in the House of Common's, said f the trade agreement with Russia would not be concluded until the,pledges regarding British prisoners were carried out.
