The Council of the League of Nations is making an offer to settle the PolishLithuanian dispute, owing to the Polish occupation of Vilna, and has requested the two Governments concerned to agree to a plebiscite under tbe control of the League, where by the inhabitants of the disputed territory will be able to signify whether they belong to Poland or Lithuania. All troops will be withdrawn during the plebiscite. .
