OPENING. OF STATE PAR- 1 LI AMENT. SYDNEY, August 10. The Governor opened the State Parliament. The Speech foreshadowed, amongst other things, a Bill for amending the system of electing members of the Assembly, profiteering prevention legislation, endowment of mothers, compulsory wheat .pool, grouping of State and industrial undertakings under Ministerial head, establishment of a* rural bank, Government insurance office, regulation of hours of labour and amendment of the Industrial Arbitration Act, Royal Commission to inqhire into the administration of railways (including reinstatement of the 1913 strikers).
