JAPAN AND SIBERIA
ARMISTICE AGREEMENT. TOKIO, July 23. An armistice agreement between Japan and the Far Eastern Russian Government in Siberia states that it is hoped the establishment of a buffer state under the united Governments will be democratic, but not communistic. Japan agrees to withdraw from the buffer state and the Russian Bolshevik armies will be barred.
