RAMPANT IN CHINA JOINT FOREIGN ACTION PENDING. A. & N.Z.—July 3, 2 p.m. PEKIN, July 1. Civil war is still rampant in Hunan. The Southern troops have occupied Yochow. The Northern army leader has fled to Hankow. Meanwhile terrorism by local bandits in Hankow district has readied a pitch necessitating joint action by British, Japanese, American and Yangtse squadrons, which are being concentrated at Hankow.
