JAPAN AND SHANTUNG.

The Foreign Office issued a statement, through the Japanese Minister at Peking, in reference to the retrocession of Kaiochau Bay, and other measures. Japan intends to withdraw her troops all along the Shantung railroad, even before reaching an agreement with China, and as soon as China has organised adequate railway police.
